CALL FOR PAPERS

The submission of unpublished works that are the result of academic production related to International Relations and related disciplines that constitute a relevant contribution to the knowledge of the area.

Professors, academics, researchers and professionals, national and foreign, from International Studies are invited to submit unpublished works that are the result of scientific research and that explicitly address problems within this area. These publications should contribute to the dissemination of proposals, analysis, reflections or experiences aimed at expanding, understanding and improving these studies.

«GLOBAL WATER VULNERABILITY: WATER DIPLOMACY, HYDROPOLITICS, EXTRACTIVISM, AND CLIMATE DISPLACEMENT IN THE ANTHROPOCENE»

The InterNaciones Journal invites interested parties to propose articles for publication in issue 33 dedicated to: «GLOBAL WATER VULNERABILITY: WATER DIPLOMACY, HYDROPOLITICS, EXTRACTIVISM, AND CLIMATE DISPLACEMENT IN THE ANTHROPOCENE»

Water is an essential resource for sustaining life, health, and access to food. In this understanding, the United Nations recognizes access to drinking water and sanitation as a basic human right. In addition to this vital function, water is also essential for the generation of essential products, or the development of various industries and activities, including the generation of electrical energy. However, the availability of water is naturally unequal on the planet, and poor technological access or absence of industrialization can also be determining factors for its direct use, as well as for distribution for agriculture, services, or processes. In the case of arid countries, access and distribution of water tend to depend on international cooperation to guarantee these human rights, and even other economic rights, in a fair and equitable manner.

Additionally, many bodies of water transcend or share international borders. Although there are current international treaties that involve the management, management or international cooperation on shared water resources, to date there is no binding global framework that addresses either equitable access or the fight against water stress as a global problem as there is, for example, for the protection of biological diversity. Thus, we observe that both human well-being and the preservation of water ecosystems of international or regional importance require coordinated management among nations to guarantee fair and harmonious access and use of the resource. This type of management in a framework of scarcity and climate change tends to cause tensions between the states involved and the diversity of actors involved.

On the other hand, water consumption on the planet has continued to increase both for demographic reasons and due to the increase in productive and energy processes. It has recently become evident that international trade in primary products and food contributes both to intensifying water scarcity for some and to alleviating it for others. There are productive processes or services with a transnational impact through international trade that tend to generate adverse impacts in the localities where they are developed, such as extractivism, neocolonialist practices on the local population involved in the productive processes, and consequences as obvious as the degradation, overexploitation or contamination of local ecosystems.

Agriculture, livestock, electricity generation processes, as well as access to water for human consumption, or for health purposes, may also be affected due to the water stress caused, aggravating inequalities and contributing to climate injustice. Those countries with water stress and low to lower-middle income are more likely to be negatively impacted by extractivist and neocolonialist practices than those with higher incomes. In this aspect, there are also tensions since there are few mechanisms that allow international control that tends to limit or avoid these inequities aggravated through trade or activities financed through foreign investment.

Currently we already observe that the growing water stress that manifests itself in droughts and fires, as well as other effects of climate change such as floods, serious effects on the ecosystem, or pollution, also contributes to the phenomenon of forced human displacement. Caused either by the lack of access to drinking water, the lack of food due to prolonged drought, the effects generated by natural or human disasters associated with water, or by pollution and degradation, environmentally displaced persons associated with water also tend to swell the ranks of transnational migrants. These displacements in turn generate other profound unresolved needs for the due satisfaction of environmental human rights, including access to water and proper sanitation in conditions of displacement, refuge or migration.

In the era of scarcity and rising temperatures, water takes on more than strategic importance as a resource from a geopolitical perspective. Transnational and international processes of water diplomacy also gain importance, where political knowledge as well as scientific knowledge are key to achieving fair and equitable access between transnational actors. It is also essential to reflect on the role of water as a precursor to the situation of displaced communities, as well as the management of the political scope of these regional and global problems associated with the global water crisis.

We invite academics, researchers, and professionals in general to send us contributions that explore the various lines of research and water themes that are proposed:

The hydropolitics and geopolitics of water
Theoretical or empirical analysis of international tensions due to water stress, access to water, use or overexploitation of bodies of water, controversy over territorial limits, risk management of continental or global importance, governance of common water resources of regional or international importance, or aspects of hydropolitics.
Theoretical or empirical analysis of neo-colonizing phenomena of water or associated with water, of extractivism or neo-extractivism of water directly or indirectly through products, services, or through processes associated with international trade or between transnational companies with a strong impact on water.
Water diplomacy
Theoretical or empirical analysis of the ways of cooperation and conflict prevention from international relations in the case of use and management of transboundary bodies of water, transboundary river basins or of international importance, international maritime waters, or water ecosystems of international importance, among others.
Theoretical analysis or commentary on the scope or effects of the application or implementation of international instruments such as agreements, treaties and, in general, international mechanisms or strategies aimed at managing transboundary surface water bodies, river basins, water ecosystems, or international maritime waters, among others.
Analysis or commentary on transnational climate actions and strategies for compliance with international water management instruments or plans, Sustainable Development Goals, or other transnational or international strategies for equitable management of the resource or social burdens.
Analysis or commentary on transnational or international cases or controversies related to environmental problems of bodies of water or water ecosystems of international importance, or of water-dependent processes or products that impact international actors in a differentiated and unequal manner, whether public or private.
Theoretical or empirical analysis, under the approach of international human rights law, of the human right to water and sanitation, of the duty of States to guarantee access to water and its services, and to manage water resources in an adapted and equitable manner, to reduce inequalities under a climate justice approach through access to water and sanitation, the application of water ethics at an international level for its management either as a common public good, as an instrument of peace and stabilizer, or as a cultural and spiritual asset of peoples. natives and indigenous communities.
Water and human displacement
Analysis of problems from a global vision, of the link, or proposals for attention, between water and migration, climate displaced people due to water stress or water pollution, environmental displaced people due to disasters, environmental displaced people due to the implementation of megaprojects of water works or associated with water infrastructure, or groups affected in their human rights associated with water and sanitation.
Analysis or commentary on the international and political scope of regional and global problems associated with human displacement due to the effects of climate change such as floods or prolonged droughts.

TYPES OF COLLABORATIONS

Original research articles on an update or theoretical discussion on topics of interest in the area. Minimum length of 6000 words and maximum of 9000.
Essays on reports published in the area by institutions, organizations or congresses, or on recently edited books that are linked together by a common theme. Maximum length of 5000 words.
Bibliographic reviews of a single recently published book or documents of interest to the area. Maximum length of 2000 words or minimum of 1300.

CONVOCATORIA PARA PUBLICAR EN EL NÚMERO 32 DE LA REVISTA INTERNACIONES ENERO - JUNIO DE 2025

La Revista InterNaciones, del Departamento de Estudios Internacionales (DEI), Centro Universitario de Ciencias Sociales y Humanidades (CUCSH), Universidad de Guadalajara (UDG).

CONVOCA

A la presentación de trabajos inéditos que sean resultado de producción académica relativa a las Relaciones Internacionales y disciplinas afines que constituyan una aportación relevante al conocimiento del área.

Se invita a profesores, académicos, investigadores y profesionales, nacionales y extranjeros, de los Estudios Internacionales a presentar para someter a consideración su publicación, colaboraciones inéditas producto de investigación científica que aborden explícitamente problemáticas en el marco de dicha área y que aporten a la difusión de propuestas, análisis, reflexiones o experiencias tendientes a la ampliación, la intelección y el mejoramiento de estos estudios.

LA TEMÁTICA DEL NÚMERO 32, ENERO – JUNIO DE 2025.

«DESAFÍOS DE LA MOVILIDAD HUMANA: UNA APROXIMACIÓN DESDE LOS DERECHOS HUMANOS Y LA NO CRIMINALIZACIÓN»

La Revista InterNaciones convoca a las y los interesados a proponer artículos para su publicación en el número 32 dedicado a: “Desafíos de la movilidad humana: una aproximación desde los Derechos Humanos y la No Criminalización”.

La movilidad humana abarca todas las formas de movimiento de personas y se sustenta en el ejercicio de la libre circulación. Según la Organización Internacional para las Migraciones (OIM), consiste en la facultad de desplazarse libremente por todo el territorio de un Estado, así como entrar o salir de este, y elegir libremente el lugar de residencia. Este término tiene dos implicaciones esenciales:

1. No Criminalización: La movilidad humana no debe ser vista como un delito, sino como un derecho inherente a todas las personas.
2. Derechos Humanos: La protección y el respeto de los derechos humanos son fundamentales en cualquier discusión sobre movilidad humana. En un Estado de derecho, esto incluye la integración y la consideración de todos los grupos sociales que tienen una relación con estas personas: grupos de apoyo, asociaciones civiles, ONGs y ciudadanos, entre otros.

La movilidad humana está influenciada por diversos factores, entre ellos:

• Capitalismo Global y Conflictos Armados: El capitalismo global, las intervenciones militares y los conflictos
armados, incluidos aquellos relacionados con el narcotráfico, generan tensiones entre el orden y el desorden global, repercutiendo a nivel local.
• Economía del Transporte de Refugiados: Existe una economía compleja que mezcla desesperación y planificación, buscando integrar la pobreza extrema con alguna esperanza, aunque muchas veces implica nuevas formas de esclavitud como el trabajo forzado, la explotación sexual y el tráfico de órganos.

Desde la sociedad civil se fomenta la percepción de que la amenaza al estilo de vida proviene del exterior. Lejos de los círculos íntimos y contrapuestos a los grupos sociales tradicionales están ubicadas las personas marginales, pobres y las y los migrantes. La solución no es la aceptación de la universalidad de los valores
occidentales, como tampoco la aceptación de la multiplicidad de los estilos de vida, porque oculta las diferencias internas a cada uno de ellos, disimulando violencia, sexismo, exclusión y racismo impresos y vinculados en las redes sociales y especialmente con la delincuencia y el crimen organizado.

Aunque también una aparente apertura democrática podría basarse en la exclusión. Este es el significado al que alude Žižek en su libro La nueva lucha de clases (2021, p. 81), cuando critica la afirmación de que “no hay libertad para los enemigos de la libertad”, aludiendo al problema creado desde la propia identidad europea y atribuido a los extranjeros, especialmente a las personas en movilidad.

Bajo esa perspectiva, toda persona en tránsito es inquietante dada la impenetrabilidad de sus acciones que obedecen a una razón no evidente para las y los habitantes establecidos, por lo que tendemos a inhibir su paso. Esta proximidad es primordialmente con cosas que desestabilizan nuestra vida. La incomprensión es tanto para quien pasa, como para quien le ve pasar, lo que se revierte en dolor en la otredad (id. p. 86), dolor insoportable porque impide relacionarnos con nuestro propio goce o jouissance y, en sentido contrario, se crea/imagina una jouissance paradisiaca de la que se está excluida. El mecanismo secreto descansa en que los universales que sustentan a la jouissance están teñidos por nuestros valores, cualquier universalidad es una universalidad que requiere encarnarse en una proximidad inhumana reducida al abismo de su incomprensibilidad.

La única manera visible para rebasar a este ensamblaje, impuesto a cualquier articulación, consiste en desbordar cualquier actitud tolerante y construir edificaciones universales compartidas por todas las personas para establecer una lucha común, sobre el reconocimiento de que los problemas son problemas comunes.

TEMÁTICA:
Invitamos a académicos, investigadores y profesionales a enviar sus artículos y contribuciones que aborden la movilidad humana desde diversas perspectivas, explorando las siguientes líneas de investigación sugeridas:

1. Causas de la Movilidad Humana:

o Influencia del capitalismo global, intervenciones
militares y conflictos armados.
o Tensiones globales y sus repercusiones locales.
o Economía del transporte de refugiados y la pobreza
extrema.

2. Impacto y Desafíos:

o Nuevas y viejas formas de esclavitud.
o Explotación sexual, tráfico de órganos y crimen
organizado.
o Impacto del crimen organizado.
o Percepción y respuesta de la sociedad civil ante
amenazas externas.

3. Soluciones y Propuestas:

o Universalidad de valores y aceptación de la
multiplicidad de estilos de vida.
o Democracia y exclusión.
o Comprensión y coexistencia.

4. Dimensiones del Proceso Migratorio:

o Pre migratoria
o Migratoria
o Fronteriza
o Llegada/destino
o Transitoria
o Adaptación/convivencia

TIPOS DE COLABORACIONES

Los artículos podrán desarrollarse con enfoque teórico, comparativo o empírico sobre el tema que se propone

Artículos de investigación originales sobre una actualización o discusión teórica acerca de temas de interés en el área. Extensión mínima de 6000 palabras y máxima de 9000.
Ensayos sobre informes publicados en el área por instituciones, organismos o congresos, o bien, sobre libros editados recientemente y que estén vinculados entre sí por una temática común. Extensión máxima de 5000 palabras.
Reseñas bibliográficas de un solo libro recientemente publicado o de documentos de interés para el área. Extensión máxima de 2000 palabras o mínima de 1300.

CARACTERÍSTICAS DE LAS COLABORACIONES

Cualquier colaboración enviada para ser sometida a dictamen sólo podrá ser aceptada si reúne los siguientes requerimientos mínimos:

Las colaboraciones deberán presentarse en formato digital (procesador Microsoft Word, tipografía Times New Roman de 12 puntos, a doble espacio), conteniendo: Titulo, Resumen y Palabras Clave en español e inglés.
