Bottom-up science diplomacy: strategies for a country’s placement in the international system

Abstract

This contribution presents five strategies for the application of what we know as “science diplomacy,” the form of diplomacy that revolves around scientific and technological developments. Its application can be carried out in environments rich in innovation and development in these fields, and its results have a double benefit: for the destination country where it is exercised and for the country of origin that applies it. Based on the author’s experience, these strategies and their application serve as examples for understanding, through concrete elements and specific models, how a global governance structure of knowledge can be shaped.
